PCB STORAGE FIRE

PCB Emergency Response
(from Emergency Preparedness Guidelines Manual)


The provincially permitted PCB waste storage room is located in the No. 1 PM basement, immediately south of the size press starch cooking system. The room is locked and labeled on the outside. (see map above)

The Shift Supervisor is the person in charge of any emergency relating to the PCB waste storage room. The Shift Supervisor has the authority to deal with the emergency according to the procedures outlined here.

The Environmental Compliance Superintendent is responsible for contacting the appropriate government agency.

PCB Fire


Do not attempt to fight a PCB fire. Close the door and seal, if possible. Sound the fire alarm and call the fire department (911). Evacuate the building as per the Fire Policy.

For small non-PCB fires in the area, use the fire extinguisher located on the wall outside the storage room. Operating instructions are posted beside the extinguisher.

Contact the Environmental Compliance Superintendent, or designate, for cleanup of PCB fire wastes. The waste will require disposal as hazardous waste.

 

PCB Spill


During a spill, take action only if personal safety is not in danger. The Shift Supervisor is responsible for coordinating the spill response according to this procedure.

1. Secure the area. Establish a hazard zone to keep non-emergency response personnel outside the area.

2. Assess the situation. Approach with care. Ensure that you, and any others ordered by you, understand that it is a PCB waste. Consult the Material Safety Data Sheet for materials required and appropriate personal protective equipment.

3. Contain the spilled material. If possible, use the oil absorbent pads and booms to prevent spread of the material and to stop the source of the spill. Absorbent pads and booms and a shovel are located in the PCB waste storage room. There is also a spill kit in the No. 1 PM basement containing personal protective equipment as well.

4. Store the contaminated clothing and cleanup equipment for disposal. Deposit contaminated clothes, gloves and equipment into a waste drum in the PCB waste storage room. Label the drum(s). Additional empty drums are available at the Oil Shed.
