XIII. First Aid Attendants’ Responsibilities

1. Anytime employees encounter a fire and can safely and effectively extinguish it using First Aid fire fighting equipment (portable fire extinguishers) he/she should do so, then immediately notify the Shift Supervisor.

2. If unsafe to effectively extinguish fire, sound the plant fire alarm from the nearest pull box. Remain at or near the pull box to direct the fire crew to the scene of the fire.

3. Plant fire alarm is the continuous sounding of the fire sirens.

4. Any time the plant fire alarm sounds, all personnel will return to their respective departments to be accounted for and stand by for further instructions.

5. Personnel in the vicinity of the fire will fight the fire with First Aid fire fighting equipment until the plant Fire Crew arrives, then vacate the plant and proceed to their marshaling area.

6. Stock Prep employees, shift electrician, millwright and assistant steam engineer will respond as the Fire Crew to the nearest fire alarm panel for the alarm location, then proceed in a safe manner to the fire to control/extinguish same, within their means, until the City Fire Department arrives.

The Steam Plant engineers are designated in charge of sprinkler systems and water supply, including water main control valves.

Water damage control may be delegated as needed, by the Shift Supervisor.

7. Non-machine operator First Aid Attendants will stand by at the First Aid Room (exempt - single attendant on duty). If required to vacate the plant, will take a supply of equipment with them and locate outside the First Aid marshaling area. One attendant will be designated to go to Steam Plant and obtain location of alarm and relay information back to First Aid room. Fire alarm location/information can then be obtained by contacting First Aid. (See specific orders for First Aid Attendants.)

8. The No 2 Scale Operator will proceed to the Steam Plant to determine the location of the fire (either by verbal communication with the Shift Engineer or by determining from the enunciator panel) then obtain reflective vest, gate key, signaling flashlight and proceed to #2 gate, (main driveway) for a mill fire or to the Shipping fire panel at gate #3 for a warehouse fire. It should be understood by the Municipal Fire Department at the main mill entrance is at #2 gate, 1010 Derwent Way, while the Shipping Warehouse west entrance is at Gate #4, 1030 Derwent Way. When there is a fire alarm at Shipping the #2 Scale Operator will determine the location of the fire alarm in the warehouse from the fire panel at gate #3 and proceed to gate #4 to direct them to the scene. (Consideration should be given to riding on the fire truck in order to guide them.) All four driveways are fire lanes and the fire vehicle can be directed down the most convenient and direct route to the fire. In the event of false alarms, this contact person must remain at the road. It is the Fire Department’s policy to follow-up all alarms, regardless of false alarms.

9. All vehicles should refrain from parking in the center lane unless absolutely necessary, e.g., fuel oil truck unloading fuel at steam plant, good and services that need be off loaded at #2 paper machine, boiler maker repair machines, etc. Any truck that even partially blocks a mill thoroughfare (i.e., driveway) must have the driver available, should the fire alarm sound. The vehicle must be immediately moved to make room for large fire apparatus. (If for any reason this cannot be complied with, contact Steam Plant immediately.) If it is necessary to block a driveway with equipment that cannot be removed quickly, ie a crane, then the Fire Department, Steam Plant Chief, and Steam Plant Engineer needs to be notified in order to know how to route emergency vehicles. Preferably notice would be given as soon as it is known that the driveway will be blocked and the day before it is blocked.

10. The Shift Supervisor will immediately determine the location and status of the fire alarm. Using the radio the Shift Supervisor will communicate the status of the alarm. Should the situation be serious, such as a working fire, he will call for a departmental or full mill wide evacuation. All departmental lead hands, for example machine tenders, coater operators etc. must listen and direct fellow crewmembers as departmental procedures dictate.

11. The Steam Plant engineer will ensure the Delta Fire Department is phoned immediately (using 911). The Steam Plant is in charge of the fire alarm panel.

12. The plant fire alarm “All Clear” is a 10-15 second sounding blast of the mill air horn. All personnel will return to normal operation when the “All Clear” to the Steam Engineer.

13. Supervisor(s) are to ensure that all Fire Orders are carried out.

14. Smoking is not permitted anywhere in the plant except in “Designated Smoking Areas” (refer to page 12).

15. Anyone hearing a sprinkler alarm will ensure that the nearest Supervisor is notified and to take appropriate action by contacting the Steam Plant.

16. Visitors: When the fire alarm sounds, proceed to their contact person’s marshaling area and wait for further instructions. Do not stay with the crews or in the building.

Contractors will follow specific fire orders (response and marshaling) as per the contact person and induction pre-plan. The Plant Fire Chief must approve exceptions.

17. At any time the City Fire Department is called to the plant as the result of a fire, the Shift Steam Engineer will notify the Plant Fire Chief, Frank Anderson. If he is unavailable, contact the following:

18. If there is or has been a fire in the plant, the Department Superintendent must be notified as soon as reasonably possible and he in turn will notify the Production Manager.

19. Any fire equipment used, regardless of how slight, is to be reported to the Steam Plant for exchange of ready-to-use replacement equipment.

20. PCB storage - mill fire crew will not, under any circumstances, engage with a fire in this area. Location is adjacent to forklift shop in the #1 Paper Machine basement.

21 The Shift Supervisor will ensure the GVRD is advised (phone 604-436-6777), should a mill fire emit a large volume of smoke.

22 The Shift Supervisor is responsible for giving the all clear and submitting a fire report to the Plant Fire Chief.

When the fire alarm sounds, all personnel will return to their department and stand by to conduct an orderly shutdown and evacuation. The department supervisor or designate will immediately determine the location and status of the alarm (this information can be obtained from the First Aid room, local 3241, or if unable to contact the First Aid room, then contact the Steam Plant). If the fire/smoke condition in the area or surrounding departments, these areas are to conduct an immediate, orderly evacuation.

Evacuation Procedure:

1. If safe to do so, employees to put ledgers, computer disks and important papers in vault. Office manager will ensure that this is done.

2. Department supervisor or designate will ensure offices, washrooms, copying, smoking, storage and computer rooms have been vacated of all personnel.

3. Personnel to proceed to marshaling area: outside, in front of front entrance to main office.

4. Each main office department supervisor to conduct a headcount at the earliest

When the fire alarm sounds, all personnel will return to their department and stand by to conduct an orderly shutdown and evacuation. The department supervisor or designate will immediately determine the location and status of the alarm (this information can be obtained from the First Aid room, local 3241, or if unable to contact the First Aid room, then contact the Steam Plant). If the fire/smoke condition in the area or surrounding departments, these areas are to conduct an immediate, orderly evacuation.

Evacuation Procedure:

1. Shut down main lab exhaust fans and ensure flammable solvent andchemical storage areas are closed.

2. If safe to do so, shut down lab equipment and computers.

3. Close all windows and doors.

4. Customer Quality Concerns Coordinator to ensure offices, washrooms, copying, smoking, storage, computer room and sample room have been vacated of all personnel.

5 All personnel to proceed outside to marshalling area in the parking lot outside the chain-link fence.

6. Department supervisor or designate* to conduct a head count at the earliest possible convenience. This includes outside technical support people or suppliers.

* The Customer Quality Concerns Coordinator is the designate to determine the fire alarm status.

a) If this area is not affected, you may resume your duties, however, you may not enter any other part of the mill until the “all clear” alarm has sounded.

b) Suppliers’ representatives must announce themselves to the appropriate technical department employee, and advise them when they leave.

When the fire alarm sounds, all personnel will return to their department and stand by to conduct an orderly shutdown and evacuation. The department supervisor or designate will immediately determine the location and status of the alarm (this information can be obtained from the First Aid room, local 3241, or if unable to contact the First Aid room, then contact the Steam Plant). If the fire/smoke condition in the area or surrounding departments, these areas are to conduct an immediate, orderly evacuation.

When the fire alarm sounds, items 1,2,3 and 4 are to be followed immediately:

1. Rewinder Operator goes to baler and stands by fan control stop button, to shut down if required. During non-operational hours, the baler must be turned off. Also, see page 7 - Baler Smoke Detector System. The #2 Clamp Driver is to close the #2 crossing door. The #1 Clamp Driver is to ensure elevator and fire doors between #1 Paper Machine and Finishing Room are closed, then stand by the scales lunchroom, inspect the baler room, push trim fan emergency stop, then stand by outside baler exit door.

2. Scales department, without specific duties, shall report to the lunchroom. #2 Scales operator - refer to page 1, number 8, and pick up gate key and meet fire truck.

3. Mobile equipment operators will return to their respective machine locations, i.e. Involvo, Folio, etc. They will continue to take loads off machines but will not transport loads until the “all clear” alarm sounds.

4. Folio operator to close east overhead door. Involvo operator and/or designate will close front bay door and west overhead door.

Evacuation Procedure:

1. Shut off all machines and motors in the department.

2. Shut off cyclones and all exhaust fans.

3. Shut all doors.

4. i) The Shift Supervisor or designate will check canteen and washrooms and ensure that the fire doors are closed.

ii) The Cafeteria personnel will shut off appliances including fan, lock cash register, then vacate to marshaling area.

5. Personnel to proceed to marshaling area: in parking lot outside the Engineering office.

6. Supervisor to conduct a headcount at the earliest possible convenience.

The baler rooms are equipped with a smoke detector system, which includes a separate alarm (a high-pitched non-pulsing tone). If smoke is detected, the alarm will sound.

If the Rewinder Operator or any other employee is in the area when the alarm sounds, or should anyone hear it, contact the Supervisor immediately and send a delegate to shut down the cutters. If smoke is present, press the trim fan emergency stop located on the baler room’s north wall. This will stop airflow into the rooms.

Note: When the smoke alarm or the fire sprinklers activate, the main fire alarm will automatically sound.

When the fire alarm sounds, all Shipping/Marketing employees will return to their department until the “all clear” has sounded. The Mill Shift Supervisor or designates will immediately determine the location and status of the alarm (also see #6), then initiate further instructions to their department as per Fire Orders. Exception: Marketing/Sales employees who are in other parts of the mill (example production) will go directly to the main office reception area and stand by. If evacuation is ordered, return to your department marshaling area.

1. The Shipping/Marketing fire panel if put into alarm will also trigger the alarms in the mill and show the location of the shipping fire panel on the monitoring graphic in Stock Preparation.

2. The Mill fire panel if triggered outside of the Shipping/Marketing will sound the alarms in the mill but will not sound the alarms in the warehouse.

3. If the source of the fire alarm is known a senior Warehouse Person should go to the fire panel and assist the No 2 Scale Operator in directing the Plant Fire Crew and the Delta Fire Crew. This information could also be passed on by radio or by calling the Steam Plant at 3505.

4. If safe to do so, mobile equipment operators on a machine at the time of the fire are to drive that machine out of the building (do not park in a manner that could impede fire trucks).

5. Shut doors in your immediate area.

6. Close doors at Folio/Shipping forklift crossing (mobile Folio Operator to do).

7. If possible, cover Shipping office equipment to prevent water damage.

8. Shipper warehouseman will check washrooms, lunchroom and computer room to ensure everyone is out.

9. Shipping department-marshaling area is: outside the shipping office in the 1030 warehouse parking lot (west side of building).

10. Shift Supervisor will conduct a headcount at the earliest convenience.

11. The Shift Supervisor can gain access if necessary to areas in Shipping, Marketing and the Training Center if any of these areas are locked.

12. Personnel in the Training Center are to proceed to marshaling area: outside immediately in front of the training center and are to wait there for the all-clear signal.

Note: Remember that fire hoses in this building will sound the fire alarm if used.

When the fire alarm sounds, Maintenance employees will proceed to their marshaling area. The Department Supervisors or designates will immediately investigate and determine the status and location of the alarm, then initiate further instructions to their department as per Fire Orders.

1. Shut down all power machinery, welding, and burning equipment.

2. Shutdown all exhaust fans.

3. Close all doors and windows.

4. Shift Electrician, Millwright, and Steam Plant Engineer are members of the First Responders Crew.

5. All department heads to assume responsibility for their individual areas.

6. Maintenance personnel not delegated specific duties will proceed to marshaling area outside at fire hose buggy (outside cafeteria) to await further orders if the need arises.

7. Steam Plant personnel to remain in the boiler room in preparation to shut down boilers if need arises. (Assistant Engineer may be required at fire scene.)

8. All department heads to conduct a head count at earliest convenience.

9. The Maintenance Department First Aid Attendants - See First Aid Attendant’s Responsibilities.

When the fire alarm sounds, all personnel will return to their department, and stand by to conduct an orderly shutdown and evacuation. The Department Supervisor or designate will immediately determine the location and status of the alarm (this information can be obtained from the First Aid room, local 3241, or if unable to contact the First Aid room, then contact the Steam Plant). If the fire/smoke condition or risk of fire/smoke spreading poses undue risk to employees in the area or surrounding departments, these areas are to conduct an immediate, orderly evacuation.

Stores Supervisor or designate to ensure deliveries are stopped from entering the plant from the front entrance, then the Receiving driveway. Keep plant driveways clear for fire trucks.

Evacuation Procedure:

1. Shut down equipment, fans and then close all doors/windows.

2. Protect documents, computer disks and place ledgers in protective storage (i.e. file cabinets, cupboards, etc.).

3. Engineering to check the washrooms, IT Manager or designate, to check downstairs washrooms.

4. Contractors to follow specific fire orders designated to them by their contact person, approved by the Plant Fire Chief.

5. Proceed to marshaling area: outside at front entrance to main office.

When the fire alarm sounds, all personnel will return to their department, and stand by to conduct an orderly shutdown and evacuation. The Shift Supervisor or designate will immediately determine the location and status of the alarm (this information can be obtained from the First Aid room, local 3241, or if unable to contact the First Aid room, then contact the Steam Plant). It the fire/smoke condition or risk of fire/smoke spreading poses undue risk to the employees in the area, or surrounding departments, these areas are to conduct an immediate, orderly evacuation.

Any time the fire alarm sounds the following personnel will report to the Maintenance marshaling station at the fire buggy: Core man, Basement Clean-up, Supplies helper, Yard crew.

Evacuation Procedure:

1. Stop all fans:

2. Shut down line shaft: (via emergency kill button) Machine Tender

3. Pull crane switch: Third Hand

4. Proceed to marshaling area: outside at flagpole.

When the fire alarm sounds, all personnel will return to their department, and stand by to conduct an orderly shutdown and evacuation. The Shift Supervisor or designate will immediately determine the location and status of the alarm (this information can be obtained from the First Aid room, local 3241, or if unable to contact the First Aid room, then contact the Steam Plant). It the fire/smoke condition or risk of fire/smoke spreading poses undue risk to the employees in the area, or surrounding departments, these areas are to conduct an immediate, orderly evacuation.

Any time the fire alarm sounds the following personnel will report to the Maintenance marshaling station at the fire buggy: Core man, Basement Clean-up, Supplies helper, Yard crew.

Evacuation Procedure:

1. Stop all fans:

2. Pull trim squirts: Machine Tender

3. Shutdown electric drives and air cooling fan: Machine Tender (Notify Steam Plant)

4. Pull crane switch: Back Tender

5. Close door between Coater and Paper Machine Buildings: Back Tender

6. Proceed to marshaling area: outside at flagpole.

1. Attack fire as above; leave drives running, stop all fans. Immediately close all the hood doors. Paper Machine crew to assist Plant Fire Crew. (Pocket ventilation fans to be shutdown by the Back Tender).

2. Designate spark watch for areas of ceiling, perimeter walls and basement of plant (watching for hidden hazards at all times), as designated by the Shift Supervisor.

3. Plant Fire Crew and Paper Machine crews will turn over authority to Delta Fire Department when they arrive, then stand by to assist if needed.

When the fire alarm sounds, all personnel will return to their department, and stand by to conduct an orderly shutdown and evacuation. The Shift Supervisor or designate will immediately determine the location and status of the alarm (this information can be obtained from the First Aid room, local 3241, or if unable to contact the First Aid room, then contact the Steam Plant). It the fire/smoke condition or risk of fire/smoke spreading poses undue risk to the employees in the area, or surrounding departments, these areas are to conduct an immediate, orderly evacuation.

Evacuation Procedure:

1. Shut Coater down:

2. When necessary, ensure gas supply is off – Steam Engineer or Shift Millwright.

3. Kitchen operator to stop batch.

4. Steam Plant shuts off steam valves, if necessary.

5. Coater Utility to pull both crane switches located at the north end of the building.

6. Supercalender Operator to hit quick separate and shutdown.

7. Rereeler Operator to press line stop button, turn off trim fan system, and the building comfort fans; key is located in 1 st column, North door control room.

8. Proceed to marshaling area: outside at flagpole.

Upon any fire alarm, First Aid Attendants who are not essential to run equipment will perform the following duties. (If there is only one designated First Aid Attendant on duty he or she must respond.)

1. Immediately report to the First Aid Room

2. Designate one attendant to retrieve fire alarm location and its condition from Steam Plant. This can be obtained by directly going there.

3. Report back to First Aid Room. If reporting by phone and First Aid Room is busy, dial 6. This will give an automatic ring back when the line is clear.

4. First Aid room will act as a communication center, processing incoming calls with relevant information from the Steam Plant regarding the alarm.

5. Early callers - when information is in process between the Steam Plant and the First Aid Room, record name and number of caller, then immediately return call when information arrives.

Note:Stock Prep First Aid Attendants will be exempt. They respond as usual with the mill Fire Crew.
